Health Care Solution?
This isn't an ideal solution that covers everybody, but it's a good start. Instead of the current system where real health care coverage is only available as part of a group plan, a state wishing to promote business could become the defacto group provider. Anybody in the state, from the self employed to the giant factory owners to retirees, can buy in to the plan. People on public assistance are automatically enrolled and the premiums are part of their public assistance payment.
To effectively keep costs down, the plan needs to include preventive care, as well as things like birth control and psychological care, so that little problems can be dealt with before they become big expensive ones. It doesn't cover elective items such as viagra or cosmetic surgery. Birth control in particular causes a lot of ideological problems with social conservatives, but where that group intersects with fiscal conservatives it should be noted that it's cheaper to pay for monthly or semi-annual birth control treatments than a pregnancy, child birth and now a new plan member.
The other thing that can be done is to eliminate all of the insurance forms and different filing sites. Canada mandates a single form for insurance claims by health providers. Canada doesn't seem to be running out of health care providers (and no, they don't work for the government, they are private businesses just like here).
